What a crown should be
The crown is the slab at the top that sheds rain away from the flue. What most older houses have instead is a thin mortar wash with no reinforcement, no expansion joint at the tile and no overhang — so it cracks around the tile and the water runs straight down the brick face.
A proper crown is cast, reinforced, sloped away from the flue, with a bond break at the tile and a projection past the masonry with a drip edge underneath.
Why flexible coatings suit California
Where a stack moves — seasonally, or in a quake — a rigid repair cracks again. A flexible crown coating bridges movement in a way mortar cannot, and on a structure that is going to keep moving it is frequently the more durable answer.

Can I seal it myself?

How long does a cast crown last?
Decades where correctly shaped. Flexible coatings are shorter-lived and are reapplied, which is the trade for accommodating movement.
Is the crown the same as the cap?
No. The crown is the masonry slab around the flue; the cap and arrestor sit over the opening.
Water only in heavy rain — is it the crown?
Probably the flashing instead. A cracked crown leaks in ordinary rain too, and on a tile roof flashing is the more common culprit.
